Charles Davenport and Harry Laughlin establish the ERO with Carnegie Institution funding. The ERO trains field workers to collect family 'pedigrees,' lobbies state legislatures, drafts model sterilization laws, and provides eugenic testimony to Congress. Rockefeller philanthropy supplements Carnegie funding.

Room 40 codebreakers track U-20's position. No named warning is sent to the Lusitania; no escort is dispatched.

The Lusitania sinks in 18 minutes off Old Head of Kinsale. 1,198 passengers and crew are killed, including 128 Americans. The sinking provokes massive anti-German sentiment in the United States.

Felix Yusupov, Grand Duke Dmitri Pavlovich, and Vladimir Purishkevich confess involvement. Rasputin's body is recovered from the Neva River. The autopsy finds gunshot wounds including a forehead wound at close range. Oswald Rayner, SIS officer and Oxford friend of Yusupov, is documented as present in Petrograd.

Within days, hundreds of soldiers are ill. This cluster is the earliest documented large-scale US outbreak and forms the evidentiary basis for the Camp Funston origin hypothesis.

International wire services, starved of pandemic coverage from censored belligerent nations, pick up Spanish reports. The pandemic is erroneously attributed to Spain.
1918 Spanish flu origins / Camp Funston theory →Tsar Nicholas II, Tsarina Alexandra, their four daughters (Olga, Tatiana, Maria, Anastasia), Tsarevich Alexei, and four household staff are shot by Bolshevik forces in the basement of the Ipatiev House. The bodies are buried in secret locations. Soviet authorities suppress the details for decades.
