Independent Counsel Robert Ray's final report (September 2000) found insufficient evidence to indict Bill or Hillary Clinton on any Whitewater-related charge after a six-year, $50M+ investigation. McDougals and Tucker were convicted of separate fraud unrelated to the Clintons' direct conduct.
