Partly — it's more complicated than the claim suggests.
The Gjørv Commission (Aug 13 2012) found Breivik acted alone — no operational Knights Templar Europe network. The manifesto network claim was fabricated. However, Breivik's radicalisation drew on real international far-right online forums and cross-border ideological exchange (including Renaud Camus, Bat Ye'or, and anglophone counter-jihad networks).
