Rifle ammunition on the manifest is confirmed. Patrick Beesly's archival research establishes Room 40 tracked U-20 in the area with no protective escort dispatched. Churchill's January 1915 letter shows calculated interest in embroiling the US, though not a specific order to sacrifice the Lusitania. The second explosion cause remains unresolved.
